OpenEuroLLM: A New Era for Transparent AI in Europe

A groundbreaking European initiative, OpenEuroLLM, is bringing together 20 leading AI research institutions, companies, and EuroHPC centers to develop high-performance, multilingual open-source language models. This collaboration, coordinated by Jan Hajič of Charles University in Czechia and co-led by Peter Sarlin of AMD Silo AI in Finland, aims to enhance European AI capabilities for commercial, industrial, and public sector applications.

Advancing Digital Sovereignty and Competitiveness

OpenEuroLLM is designed to strengthen Europe’s digital sovereignty by providing transparent and compliant AI models that can compete on a global scale. By democratizing access to high-quality AI technologies, the initiative will support European businesses and public organizations in developing impactful services while ensuring alignment with European values.

Commitment to Openness and Compliance

The project is rooted in Europe’s regulatory framework, ensuring that the models adhere to transparency, ethical AI principles, and open-source standards. OpenEuroLLM collaborates with organizations like LAION, open-sci, and OpenML, as well as an Open Strategic Partnership Board of experts, to maintain openness in model development, data usage, and evaluation. These efforts will allow for fine-tuning and adaptation to industry and public sector needs while preserving linguistic and cultural diversity.

Leveraging European Expertise and Infrastructure

With the support of the European Commission’s Digital Europe Programme, OpenEuroLLM builds upon past European AI projects, utilizing large-scale data repositories and previously developed pilot language models. The consortium officially began work on February 1, 2025, and has been awarded the STEP (Strategic Technologies for Europe Platform) seal, recognizing its significance in strengthening Europe’s AI infrastructure.

A Broad Network of Partners

The initiative brings together a diverse set of institutions, including major universities, research centers, AI companies, and EuroHPC supercomputing facilities. Academic partners include Charles University, Eindhoven University of Technology, the University of Helsinki, and the University of Tübingen. Industry collaborators such as AMD Silo AI, Aleph Alpha Research, ellamind, and LightOn are contributing expertise in AI model development. Key supercomputing centers involved include the Barcelona Supercomputing Center, Cineca, CSC, and SURF.
