The White House has released “Winning the AI Race: America’s AI Action Plan,” a sweeping policy document laying out the Trump Administration’s roadmap for securing U.S. global leadership in artificial intelligence. The plan follows an executive order from President Trump aimed at removing federal obstacles to AI development. It reflects a broad, aggressive federal mobilization to drive innovation, bolster domestic infrastructure, and shape the global AI landscape in America’s favor.
Three Pillars of Federal AI Policy
The plan is structured around three central pillars: Accelerating Innovation, Building American AI Infrastructure, and Leading in International Diplomacy and Security. These themes shape more than 90 separate federal policy actions set to be implemented in the coming weeks and months. According to the administration, this strategic approach is designed to position the U.S. as the uncontested global leader in AI development and deployment.
Exporting American AI Globally
One of the key strategic moves outlined is the launch of new full-stack AI export packages, facilitated by the Commerce and State Departments in coordination with private industry. These packages will include everything from chips and models to standards and software applications. The goal is to establish American AI technologies as the default among allied nations, reinforcing U.S. tech dominance while building secure, interdependent digital networks with key partners abroad.
Accelerating Data Center and Infrastructure Growth
The plan also highlights the need for expanded AI infrastructure. Federal agencies will streamline permitting processes for new data centers and semiconductor fabrication plants. In tandem, the administration will launch new national workforce initiatives to grow the talent pipeline for high-demand infrastructure jobs such as electricians and HVAC technicians. These steps are framed as essential to supporting the physical backbone of large-scale AI systems.
Rolling Back Regulations to Spur AI Innovation
A significant emphasis is placed on deregulation. The AI Action Plan calls for the removal of federal rules deemed to slow down AI development and deployment. It also invites private sector stakeholders to weigh in on which regulations are most obstructive. This deregulatory push is presented as essential to allowing American companies to iterate rapidly and bring AI innovations to market without bureaucratic delays.
Ensuring Objectivity in Government AI Contracts
In a move reflecting current political concerns about ideological influence in AI models, the administration plans to revise federal procurement policies. Under the new guidelines, the government will only contract with frontier model developers who can demonstrate that their systems are free from top-down ideological bias and committed to free expression. This requirement is positioned as a safeguard to prevent federal endorsement of what the administration sees as politicized AI outputs.

White House science advisor Michael Kratsios framed the plan as a national moonshot, saying it will turbocharge innovation capacity and help American workers and families thrive in the AI era. David Sacks, serving as both AI and Crypto Czar, stressed that America must lead in innovation, infrastructure, and global cooperation while protecting citizens from dystopian uses of the technology. Secretary of State and Acting National Security Advisor Marco Rubio declared the U.S. must remain the global AI standard-setter, asserting that the world continues to run on American technology.
