Run set reports

Initial observations

When creating a report from a project and selecting panels to add, each different workspace section will create a different report section. Panels are only grouped on the same grid if they belong to the same section.
The sections however, do not inherit the names from the workspace sections.
When adding a run set to a section, we automatically pull all the runs from the same project as the last run rest, but all runs are hidden by default.
New sweep button replaces report. Should open in another tab.
